The term 'wheelchair accessible' (rolstoeltoegankelijk) is one of the most misused and misleading phrases in Dutch real estate listings. There is no legally protected definition for its use in advertising, allowing it to be applied to properties that are, in reality, completely unsuitable for a full-time wheelchair user. A listing might claim accessibility simply because the building has an elevator, while completely ignoring a flight of stairs at the main entrance or narrow interior doorways. A prospective tenant must treat this term not as a guarantee, but as a vague hint that requires rigorous, in-person verification. The difference between a property that is merely 'visitable' by a wheelchair user for a short time and one that is fully 'livable' and allows for independent daily life is immense. True, comprehensive accessibility is certified by official schemes like the WoonKeur label, but this is rare, especially in the private rental sector. The onus is entirely on the tenant to scrutinize every detail of a property's layout.
To determine if a property is genuinely accessible, a tenant or their representative must go through a detailed checklist during a viewing. Do not rely on the agent's assurances. Measure things yourself. Step-free access: Is there a completely level or adequately ramped path from the public pavement all the way into the apartment itself? Check for thresholds (drempels) at the main entrance and the apartment door. Doorways: Are all interior doorways, including the bathroom, at least 85 cm wide for straight-on access? Circulation space: Is there enough room in the hallway, kitchen, and bedroom for a wheelchair to make a full 360-degree turn (approx. 150 cm diameter)? Bathroom: Is it a wet room or roll-in shower (inloopdouche) with no curb? Is there enough space to transfer to the toilet? Is there space for legs under the sink? Kitchen: Is a section of the countertop lowered? Can you get your legs under the kitchen sink? Controls: Are light switches, sockets, window handles, and thermostats placed at an accessible height? The failure of even one of these points can make a property impractical or impossible to live in.
WmoTruly wheelchair-accessible rental housing is exceptionally difficult to find in the Netherlands, particularly in the private sector. The existing housing stock is largely unsuitable, and landlords are not generally required to make adaptations to their properties upon request. The primary support system for individuals requiring accessible housing is the Wet maatschappelijke ondersteuning (Wmo), which is administered by the local municipality (gemeente). Through the Wmo, a person with a disability can apply for a financial grant for woningaanpassingen (home adaptations) to make their current residence suitable. This can cover everything from installing a ramp to a complete bathroom renovation. However, this is a slow, bureaucratic process that requires the landlord's full cooperation. Alternatively, the Wmo can provide an indication for priority access to an already adapted social housing unit, but waiting lists for these are often very long. For those renting privately, the search remains a significant challenge of finding a needle in a haystack.
