The name evokes the idea that a tenant can simply 'turn the key' and start living there without the need for any significant preliminary work, such as painting, laying floors, or installing light fixtures. This stands in stark contrast to the traditional Dutch rental standard known as kaal (bare), where a tenant is handed an empty concrete shell and is responsible for installing their own flooring and often even basic kitchen appliances. A turnkey property promises to remove this hassle and expense, offering a seamless move-in experience, but the term itself is not a legally defined standard, and its practical meaning can vary significantly.
While there is no strict legal definition, a property advertised as instapklaar is generally expected to be, at a minimum, gestoffeerd (semi-furnished). This typically includes:

The tenant's vision of a stylish, move-in-ready home might not align with the landlord's budget-conscious interpretation. The term guarantees a certain level of completion, but it makes no promises about the quality of the materials or the craftsmanship of the finish. It is an assurance of functionality, not of luxury. Therefore, a physical viewing of the property is essential to verify if the 'turnkey' reality matches the advertised promise.
Even in a perfect, pristine turnkey apartment, the move-in inspection (oplevering) and the detailed report (opleveringsrapport) are as crucial as ever. 'Ready to move in' does not mean 'flawless'. The tenant must still meticulously inspect the property and document any existing imperfections, no matter how minor. Scratches on the new floor, a small chip in the paint, a poorly functioning blind—all of these must be noted in the report and documented with photographs. If these are not recorded at the start, the landlord can, and often will, blame the tenant for this pre-existing damage at the end of the lease and attempt to deduct repair costs from the security deposit. The promise of a turnkey property simplifies the move-in process, but it does not remove the tenant's responsibility to protect themselves with thorough documentation.
