The concept of an 'allowance' for the installation of a smart meter (slimme meter) is irrelevant in the Netherlands for a simple reason: the meter itself and its standard installation are offered completely free of charge to every household. The nationwide rollout of smart meters is a strategic project managed by the regional grid operators (netbeheerders), such as Liander, Stedin, and Enexis, on behalf of the government. The goal is to modernize the energy grid and provide households with better insight into their energy consumption. Because it is a national infrastructure upgrade, the costs are socialized within the overall grid fees; there is no separate, direct charge to the resident for the initial placement of the meter. Therefore, no subsidy or allowance is necessary.
A smart meter is a digital replacement for the old analog electricity and gas meters. Its primary function is that it can be read remotely by your grid operator. This eliminates the need for a meter reader to visit your home and puts an end to estimated bills based on past usage. Your monthly energy bill will be based on your actual consumption. The smart meter also provides a digital port (P1-poort) that allows tenants to connect their own in-home displays or energy management apps. When your building is scheduled for the smart meter upgrade, your grid operator will contact you to make an appointment. While the installation is offered for free, tenants have the right to refuse it. Some people have privacy concerns about their detailed energy consumption data being transmitted remotely. If you refuse the smart meter, you will keep your old meter. However, it's important to be aware of the consequences. Energy suppliers are increasingly moving towards contracts that require a smart meter, and you will still be required to manually submit your meter readings once a year. Furthermore, if you refuse the smart meter during the free rollout and decide you want one later, the grid operator will charge you a significant installation fee (e.g., around €70). For most tenants, accepting the free, standard installation is the most practical and beneficial choice.
