A NOM-woning is the Dutch housing sector's gold standard for energy performance. NOM is the acronym for Nul-op-de-Meter, which translates to 'Zero-on-the-Meter'. This concept goes beyond simply being energy-efficient; it means that, over a full year, the home is designed to generate as much renewable energy (typically from solar panels) as it consumes for all its needs. This includes not only the building-related energy (heating, cooling, hot water) but also the average energy used by the occupants for appliances and lighting. The goal is an annual energy bill of zero, in terms of net energy consumption from the grid.
Achieving NOM status requires a very significant investment in insulation, airtightness, and on-site generation. To make this financially viable, especially in the social rental sector, a special arrangement exists. Landlords of certified NOM homes are legally permitted to charge tenants an Energieprestatievergoeding (EPV), or Energy Performance Fee. This is a fixed monthly fee that replaces the traditional, variable energy bill. The landlord guarantees the home's energy performance, providing the tenant with a comfortable, sustainable home and, most importantly, predictable and stable housing costs, protected from the volatility of energy market prices. The NOM concept is thus both a technical standard and a financial model designed to accelerate the transition to sustainable housing.
