NEN 2580 Standaard
NEN 2580 is the official Dutch standard for measuring and defining the floor area and volume of buildings in an unambiguous way.
NEN 2580 is the designated national standard in the Netherlands that prescribes the uniform method for determining the floor area and volume of buildings. Published by the Royal Netherlands Standardization Institute (NEN), its sole purpose is to create clarity and prevent ambiguity in what can be a surprisingly contentious subject: how big a property actually is. The standard provides precise definitions for different types of floor areas, ensuring that when a property is marketed, its size is based on a consistent and verifiable methodology. It is the official rulebook that aims to ensure a square meter is always the same square meter.
The most important metric defined in NEN 2580 for residential properties is the gebruiksoppervlakte (usable area). This is the internal floor area of the home, but the standard has specific rules about what to include and exclude. For example, it only counts areas with a ceiling height of at least 1.5 meters and excludes the area of the building's main structure. For tenants, this is crucial for two reasons. First, the rent price is often informally judged on a per-square-meter basis. Second, and more importantly, the usable area is a key input for the Property Valuation System (woningwaarderingsstelsel or WWS). A larger NEN 2580 area results in more points, which can justify a higher maximum rent. If a landlord advertises a property with an inflated size that does not match the official NEN 2580 measurement, a tenant may be able to successfully challenge the rent and have it lowered by the Rent Tribunal (Huurcommissie).
