The energieprestatiecoëfficiënt (EPC), or Energy Performance Coefficient, was the leading standard for measuring the energy efficiency of newly constructed buildings in the Netherlands for over two decades. It was a single, dimensionless number calculated by an engineer based on a building's design. This number represented the theoretical energy consumption of a home for heating, cooling, hot water, and ventilation. A lower EPC value signified a more energy-efficient design. The government used the EPC as a primary policy tool, progressively tightening the maximum allowable value in the Building Decree (Bouwbesluit), thereby forcing the construction industry to innovate and adopt more sustainable practices.
The EPC system was officially retired for new building permit applications at the end of 2020. Its main drawback was its abstract nature. It was difficult for a homeowner or tenant to understand what an EPC of '0.4' actually meant for their future energy bill. It was a measure of design efficiency, not a prediction of actual energy consumption. To provide a more transparent and holistic assessment, and to align with European Union directives, the Netherlands replaced the EPC with the BENG-eisen (Nearly Energy-Neutral Building requirements) on January 1, 2021. While no longer used for new builds, the EPC value remains a key piece of technical data for any home built between 1995 and 2020, providing a snapshot of the energy standard it was designed to meet.
