An electric vehicle (EV) charger, or laadpaal, at a rental property refers to a private charging station connected to a dedicated parking space. With the rapid rise of electric mobility in the Netherlands, having the ability to charge at home is transitioning from a luxury to a near-necessity for EV owners. This is distinct from relying on the extensive network of public street chargers (openbare laadpalen), as a private charger offers convenience, reliability, and often lower electricity costs. For landlords, advertising a property with a pre-installed EV charger is becoming a significant selling point, particularly in the higher segments of the rental market and in newly constructed buildings.
For a tenant in a property that does not have a charger, getting one installed can be a complex and frustrating process. The central question is always: who pays? Landlords are often hesitant to invest several thousand euros to install a charger for a tenant who may only stay for a few years. The situation is even more complicated in apartment buildings. Installation requires permission from the Owners' Association (VvE), which can be a slow, bureaucratic process. The VvE must consider the building's total electrical capacity and establish a fair system for managing the costs of electricity consumption. Several models exist:
A tenant with an EV should be skeptical of vague promises and clarify the charging situation in detail before signing a lease. The right to install a charger is not yet a guaranteed tenant right, making it a key point of negotiation.
