When it comes to the sewage system (riolering), the division of responsibility in the Netherlands is refreshingly clear. The landlord is 100% responsible for the installation, maintenance, and proper functioning of all drains and sewage pipes. This includes the pipes inside the apartment (from the kitchen sink, toilet, shower), the vertical stacks within the building, and the main sewer line that runs from the building to the connection point with the municipal sewer system. If there is a problem caused by aging pipes, root ingrowth from trees, or a structural defect in the system, the responsibility and cost of repair lie entirely with the landlord. A functioning sewage system is considered a basic requirement for a habitable dwelling, and a landlord who neglects it is in serious breach of their obligations.
The tenant's responsibility is equally clear: you must use the system correctly and not cause blockages (verstoppingen) through misuse. This falls under the tenant's general obligation to be a 'good tenant' (goed huurderschap). It is forbidden to flush items down the toilet that do not belong there, such as wet wipes (even 'flushable' ones, which do not break down), diapers, sanitary products, cotton swabs, or cooking grease. Similarly, you should not pour grease, fat, or coffee grounds down the kitchen sink. If a blockage occurs and the plumber (loodgieter) or unblocking service (ontstoppingsdienst) determines that the cause was misuse by the tenant, then the tenant is liable for the cost of the unblocking service. This can easily amount to a few hundred euros.

If this does not work, you must report the problem to your landlord immediately. If the blockage is severe (e.g., an overflowing toilet) and the landlord is unresponsive, it can be considered an emergency. In such a case, a tenant might have to call an emergency service themselves and then try to reclaim the costs from the landlord, although this can be difficult. A key indicator of a structural problem (and thus, a landlord problem) is if blockages are recurrent or if multiple drains in the house (e.g., the sink and the shower) are backing up simultaneously. This usually points to a deeper issue in the main line that is well beyond the tenant's control.
