A 'repair fund contribution' refers to the mandatory savings contribution that each apartment owner must make to the reservefonds (reserve fund) of the Vereniging van Eigenaars (VvE). This fund is a legally required collective savings account for the entire apartment building. Its sole purpose is to ensure that there is enough money available to pay for future, large-scale maintenance and renovations, such as replacing the roof in 10 years, renovating the elevators, or carrying out major concrete repairs. The amount each owner (your landlord) contributes is determined annually by the VvE based on a multi-year maintenance plan (meerjarenonderhoudsplan - MJOP).
It is essential for tenants to know that the landlord's contribution to this reservefonds is a cost of property ownership. It is an investment in the long-term value and structural integrity of their asset. As such, it is absolutely illegal for a landlord to pass this cost on to their tenant. This charge cannot be listed as a separate fee, nor can it be legally included in the servicekosten (service charges). The servicekosten are strictly for day-to-day services, not for long-term capital investments in the building's structure. A landlord who attempts to charge their tenant for their repair fund contribution is in direct violation of Dutch rental law.
Even though you don't pay for it, a well-funded reservefonds is a very good sign for a tenant. It indicates that the VvE is well-managed and financially healthy. It means that when a major defect occurs that affects your quality of life—like a persistent roof leak—the money is readily available to fix the problem promptly and properly. A building with a poorly funded reserve might delay crucial repairs, leading to a decline in the property's condition and prolonged inconvenience for the residents. Therefore, while you should never pay this fee, you can view the existence of a healthy fund as a positive indicator of a well-maintained building.
