Exterior maintenance encompasses all work related to the outer shell of the building, intended to keep it structurally sound, weatherproof, and in a decent state of repair. This is fundamentally the responsibility of the property owner—either the landlord directly or the Owners' Association (VvE) for apartment complexes. The scope of this work is broad and includes:
All of these tasks are considered major maintenance (groot onderhoud) and are the financial and practical responsibility of the owner. A tenant cannot be asked to pay for or arrange this work.
From a landlord's perspective, exterior maintenance is an expensive, periodic necessity that is easy to postpone. A skeptical tenant should understand that this work is often delayed for as long as possible to save costs, which can have a direct negative impact on their quality of life. Peeling paint might seem like a cosmetic issue, but it is often a symptom of underlying problems. Rotting window frames are one of the most common issues, leading to significant drafts that dramatically increase a tenant's heating bills (stookkosten), as well as potential water ingress and mold. Cracked masonry can also allow moisture to penetrate the walls, causing dampness inside the home.
The tenant's responsibility is limited to the most basic upkeep, such as the regular cleaning of their windows (both inside and any reachable parts on the outside) and their private balcony space. When the landlord finally does schedule major exterior work, it can cause a significant nuisance for the tenant, involving months of scaffolding, noise, and workers outside their windows. While this maintenance is necessary, tenants are rarely offered any form of compensation for the prolonged disruption to their peaceful enjoyment of the property (woongenot).
