It is a common misconception that there is a separate 'student housing subsidy' or 'youth housing allowance' in the Netherlands. This is not the case. Students and young people who need financial support for their rent must apply for the same national huurtoeslag (rent allowance) as all other residents. However, the rules for this allowance have specific parameters that disproportionately affect young applicants.
huurtoeslag, you must rent a zelfstandige woonruimte – a home with its own private front door, kitchen, and toilet. A room in a typical student house where you share these facilities with others does not qualify. This rule excludes the vast majority of students living in traditional shared housing, making the allowance accessible only to those who rent a studio or a small apartment.huurtoeslag uses different rent thresholds for applicants under the age of 23. To be eligible, their basic rent must be below a lower limit compared to applicants aged 23 and older. This means a 22-year-old and a 24-year-old living in identical, expensive apartments might find that only the older person is eligible for support.For students and young people who do live in a self-contained unit and meet the income and rent criteria, the huurtoeslag can be a substantial monthly benefit.
