The 'water purification fee' is a key component of the waterschapsbelasting (water authority tax). It is often called the verontreinigingsheffing (pollution levy). This is a tax that households pay for the service of having their wastewater purified. After the wastewater from your home flows through the municipal sewer system, it ends up at a wastewater treatment plant (rioolwaterzuiveringsinstallatie). These plants are operated not by the municipality, but by the regional water board (waterschap or hoogheemraadschap). This tax pays for the complex process of cleaning the water before it is discharged back into rivers and canals. This is a mandatory tax paid by the user—the tenant.
