An administrative fee, often called 'contractkosten' or a lease initiation fee, is a charge for drawing up the rental agreement, the legality of which is highly questionable.

The Price of a Piece of Paper\n\n### A Fee for Doing Business\nOne of the most common and contentious charges faced by tenants is the 'administrative fee' (administratiekosten), also known by more specific names like 'lease initiation fee' or contractkosten. This is a one-time fee, typically ranging from €150 to €500, charged by the agent or landlord for the 'service' of preparing the rental contract, registering utilities, and handing over the keys. Landlords and agents argue this fee covers the time and resources spent on the administrative side of a new tenancy. However, Dutch courts have repeatedly taken a very skeptical view of this practice.\n

The Blurred Line with Agency Fees\nMany agencies that have been barred from charging illegal agency fees (bemiddelingskosten) have simply rebranded them as 'administrative fees' in an attempt to circumvent the law. This is a transparent tactic. If the fee is substantial (e.g., several hundred euros) and is charged by an agent who is also representing the landlord, it is almost certainly an illegal agency fee in disguise, regardless of what they call it. As with other dubious fees, tenants can often successfully reclaim these costs after they have paid them by challenging them in court as an unreasonable and therefore illegal charge.
