Unlike the large national schemes for energy efficiency, there are no standard, ongoing national subsidies for general security upgrades like CCTV cameras or alarm systems in the Netherlands. The responsibility for ensuring a property is secure with good, functioning locks is part of the landlord's basic maintenance obligation. However, some municipalities may offer temporary, localized grants to encourage a higher level of security, typically aimed at property owners.
Politiekeurmerk Veilig Wonen
(PKVW)Most security-related subsidy initiatives are linked to the Politiekeurmerk Veilig Wonen
(PKVW), which translates to the 'Police Hallmark for Safe Living'. This is a certification that a home meets a specific set of burglary prevention standards. These standards include having certified locks on all doors and ground-floor windows, good visibility of the front door, and adequate outdoor lighting. In an effort to reduce crime rates in a particular neighborhood, a municipality might temporarily offer a subsidy to homeowners to help them cover the costs of the hardware needed to achieve the PKVW certificate.
As with most property improvement grants, these subsidies are for the property owner. A tenant cannot apply for a grant to upgrade their locks. Furthermore, a tenant who wishes to install their own security camera must be extremely careful to comply with Dutch privacy laws. The camera can only film the tenant's own private property; filming any part of a public street or a neighbor's property is a violation of the GDPR (AVG
