For those familiar with housing support systems in other countries, particularly the Section 8 program in the United States, the term 'rent voucher' is common. It implies a coupon or certificate that the tenant gives to the landlord to cover a portion of the rent. It is essential to understand that this mechanism does not exist in the Netherlands. The entire concept of a voucher is absent from the Dutch social security system.
Instead of vouchers, the Netherlands uses a system of direct cash payments. The housing benefit, called huurtoeslag (rent allowance), is transferred by the Belastingdienst (Tax Administration) directly into the tenant's personal bank account each month. The tenant is then responsible for paying the full, contractual rent to the landlord. The landlord is not a party to the tenant's huurtoeslag application or payments. Their only concern is receiving the full rent on time, every time. This system has several important implications:
