A reconnection fee (heraansluitingskosten) is a fee charged by the official grid operator (netbeheerder—e.g., Liander, Stedin) for the service of physically reactivating a gas or electricity supply that has been shut off. This is not a standard administrative fee for starting a new contract; it is a charge for a physical intervention by a technician, and it can be quite expensive, often costing a hundred euros or more. This situation typically arises when a property has been disconnected, most commonly due to non-payment by a previous resident or because the property has been vacant for a long time.
For a new tenant moving in, the landlord has a legal obligation to provide a habitable dwelling (woonruimte), and this absolutely includes having functional and active connections to the essential utilities of electricity, gas, and water. A tenant should be able to sign up with a utility provider and have power from day one. If a tenant moves in and discovers the property has been disconnected, the landlord is in breach of this obligation. The responsibility for bearing the cost of reconnection ultimately lies with the landlord. The property was not delivered in the contractually agreed-upon state.
While the landlord is financially responsible, the tenant faces a practical dilemma. The grid operator will not restore the connection until the fee is paid, and they will usually bill the person requesting the reconnection—the new tenant. Waiting for a slow-moving landlord to arrange and pay the fee might mean spending the first few days or weeks in a new home without electricity or heating. Therefore, the most common, though frustrating, solution is for the new tenant to pay the reconnection fee themselves to get the utilities turned on quickly. The tenant must then immediately send a formal, written request to the landlord for full reimbursement, including a copy of the invoice from the grid operator. If the landlord refuses to reimburse this cost, the tenant can start a case with the Huurcommissie (Rent Tribunal) or offset the amount against future rent payments, though the latter should only be done after seeking legal advice.
