The maintenance of these facilities is a collective responsibility, managed by the building's Homeowners' Association (VvE). This maintenance covers a wide range of tasks, including:\n Cleaning: Regular sweeping of the garage or lot.\n Lighting: Ensuring all lights are functional for safety and security.\n Security: Maintaining entry gates, barriers, and any surveillance systems.\n Repairs: Fixing potholes, repainting parking lines, and repairing any structural damage.\nThe VvE contracts out this work to professional service providers. The landlord, as a member of the VvE, pays their share of these costs through the monthly VvE-contribution.\nPassing the Costs to the Tenant\nWhile the landlord pays the VvE, they do not absorb these costs. The expenses related to the maintenance of the parking facility are passed directly on to the tenant as part of their monthly servicekosten (service charges). The service charge portion of your rent should explicitly list 'parking space maintenance' or a similar item. The crucial point for tenants is that a landlord is legally forbidden from profiting on service charges. They can only charge you for the actual, incurred costs. You have the legal right to request an itemized annual statement (jaarlijkse afrekening) from your landlord, showing exactly what was spent on parking maintenance versus the advances you paid. A skeptical tenant should always review this statement. If the costs seem inflated or are not clearly justified with invoices, you have the right to challenge them at the Huurcommissie (Rent Tribunal).
