This is a government-funded organization that offers free legal advice to all citizens on a wide range of topics, with housing law being one of the most common. Anyone can call their hotline or make an appointment at one of their physical locations to discuss their situation with a legal advisor (jurist). They can help you understand your rights, tell you if you have a strong case, and provide you with model letters to send to your landlord. They will not represent you in court, but they are the essential first port of call to assess your situation and determine the best next steps. They can also refer you to a specialized lawyer or mediator if necessary.
If a case requires the assistance of a lawyer (advocaat), the costs can be substantial. For individuals with lower incomes and limited assets, the Raad voor Rechtsbijstand (Legal Aid Board) provides a system of subsidized legal aid, commonly known as a toevoeging. To be eligible, your income and personal capital must fall below certain government-set thresholds. If you qualify, the government pays a large portion of your lawyer's fees. You will still have to pay a personal contribution (eigen bijdrage), the amount of which depends on your income level, but it is significantly less than the full cost of hiring a lawyer. To get a toevoeging, you must use a lawyer who is registered with the Legal Aid Board. A referral from the Juridisch Loket can often result in a discount on your personal contribution, further incentivizing tenants to use that service first.
