"Housing benefit" is the common English term for huurtoeslag (literally 'rent allowance'), a crucial government subsidy in the Netherlands. It's a monthly payment from the Belastingdienst (Dutch Tax and Customs Administration) designed to help individuals and families with lower incomes manage the cost of renting a home. It is not a loan and does not need to be repaid, unless your circumstances change and you are later found to have been ineligible.
Receiving huurtoeslag is not a universal right; it is contingent on meeting a strict set of criteria. Failing to meet even one of these conditions will lead to your application being denied. The main requirements are:
You can apply for huurtoeslag online via the Mijn Toeslagen portal on the Belastingdienst website, which requires a DigiD for access. The process is entirely in Dutch.
The most significant risk associated with huurtoeslag is the 'clawback'. The monthly amount you receive is a provisional payment (voorschot) based on the income you estimate you will earn for the year. After the year ends, the Belastingdienst performs a final calculation (definitieve berekening) based on your actual, officially reported income. If you earned more than you estimated—perhaps due to a pay rise, working more hours, or a partner moving in—you will have received too much benefit. The Tax Administration will then demand you pay back the excess amount. This can lead to unexpected and substantial debts. It is therefore critically important to report any changes to your income or living situation to the Belastingdienst immediately to adjust your monthly payment and avoid a painful clawback.
