What is 'Huurtoeslag'?

Huurtoeslag (Housing Allowance) is a form of financial assistance from the Dutch government, specifically the tax office (Belastingdienst), designed to help people with lower incomes manage the cost of renting a home. It is not a loan; it is a monthly payment that is transferred directly to your bank account to help you cover part of your rent. For those who are eligible, it can significantly reduce the monthly financial burden of housing, sometimes by several hundred euros.

However, the eligibility criteria are notoriously strict and complex. It is a common misconception that anyone with a low income can receive it. There are rigid conditions related to your age, income, savings, and, most importantly, the rent price and type of your accommodation. Many people, especially expats and students, are often disappointed to find out they do not qualify, even if their income is low.

The Strict Eligibility Maze

To be eligible for huurtoeslag, you must meet several conditions simultaneously. A failure on any one of these points results in a rejection.

  1. Age and Residency: You must be 18 years or older and registered with the municipality (gemeente) at that address.
  2. Income and Wealth: Your annual income (and that of your partner or co-resident) must be below a certain threshold. This threshold changes every year. Additionally, your total savings and assets (your 'wealth') must also be below a specific limit.
  3. The Rent Price: This is the most common reason for rejection. Your base rent (kale huur) must not be too high, but also not too low. It must fall within a narrow band. As of 2025, the maximum base rent to be eligible is €879.66 (this figure changes annually). If your base rent is even one euro higher, you are ineligible.
  4. The Property: The property must be a self-contained living space (zelfstandige woonruimte), meaning you must have your own front door that you can lock, your own kitchen, and your own toilet. People renting a single room in a shared house are generally not eligible.

It is crucial to be accurate when applying. If you receive huurtoeslag but it later turns out you were not eligible, the Belastingdienst will demand that you pay back the entire amount, which can lead to significant debt.
