The term exclusief servicekosten (often abbreviated as excl.) is the hallmark of a transparent and legally compliant rental advertisement. It means that the price you see listed is the kale huur (basic rent) only. This is the amount you pay for the physical space. All additional costs for services and utilities are separate and will be charged on top of this amount. This is not a disadvantage to the tenant; on the contrary, it is the correct and most transparent way to structure a rental agreement. It allows the prospective tenant to see the core cost of the property and assess whether it falls into the regulated or free sector. Any rental listing that does not clearly state the kale huur should be viewed with suspicion, as it may be an attempt to obscure the property's true legal status or the full extent of its costs.
When a property is listed as exclusief servicekosten, there are two primary ways these additional costs will be handled. The first, and most common for apartment buildings, is that the tenant pays a monthly advance (voorschot) to the landlord for services. These servicekosten are then subject to a mandatory annual settlement (eindafrekening). The second method, common for single-family homes or fully independent apartments, is that the tenant is responsible for setting up their own contracts directly with the utility companies for gas, water, and electricity. In this case, the landlord charges no service costs at all. The advertisement should ideally specify which model is used.
Understanding what is 'excluded' is crucial for accurate budgeting. The costs that fall under servicekosten or are paid directly by the tenant can be substantial and can add several hundred euros to the monthly kale huur. These typically include:
Nutsvoorzieningen): Gas for heating, electricity for power, and water. As mentioned, you will either pay an advance to the landlord or pay the utility companies directly. Always ask for an estimate of these costs based on the previous tenant's usage.Gemeentelijke heffingen): The tenant is directly responsible for certain household taxes, primarily the afvalstoffenheffing (waste collection levy) and the 'user's part' of the rioolheffing (sewerage levy). These are billed directly to the registered resident by the municipality and are never part of the service costs paid to the landlord.huismeester).A skeptical renter should always ask for a detailed breakdown of the expected service costs before signing a lease. A reputable landlord or agent will be able to provide a clear estimate, allowing you to calculate the true total monthly cost (totale huurprijs) of living in the property.
