The Dutch government is aggressively promoting the transition to electric mobility as part of its climate goals. This involves not only purchase subsidies for electric vehicles (EVs) but also significant incentives to build out the necessary charging infrastructure (laadinfrastructuur). A key focus is on facilitating home charging, which is cheaper and more convenient than public charging. While homeowners with a private driveway can often manage this on their own, the situation is far more complex for the millions who live in apartment buildings with shared parking facilities. To address this, the government has created subsidies specifically aimed at encouraging Verenigingen van Eigenaars (VvEs) to install charging stations in their communal parking lots or garages.
The primary subsidy available for this purpose is the Subsidieregeling verduurzaming voor verenigingen van eigenaars (SVVE). This is a broad grant scheme that allows VvEs to apply for funding for various sustainability measures, including the installation of one or more EV charging stations. It's important to be precise here: the VvE is the entity that applies for and receives the grant, not the individual tenant who wants the charger. The subsidy helps to cover the costs of the initial assessment (laadpaaladvies) and the basic infrastructure needed to make the building 'charge-ready'. An individual tenant who rents an apartment and a parking space cannot apply for the SVVE grant themselves. Their role is to initiate the process and convince their VvE to undertake the project. For tenants of a housing corporation, the situation is similar; the corporation would be the applicant, not the tenant.
While tenants cannot apply for the grant directly, their position is strengthened by a principle often referred to as the 'right to charge'. If a tenant (or an owner-occupier) with a dedicated parking space makes a reasonable request to their VvE to install a charging station, the VvE cannot easily refuse it. They must have a compelling reason, such as a lack of capacity in the building's electrical system or prohibitively high costs even with a subsidy. The typical arrangement is that the VvE uses a subsidy to cover the main infrastructure costs, and the tenant who wants the charger pays for the final connection to their parking spot and their own electricity consumption. For the vast majority of tenants who do not have a designated private parking space, the only option is public charging. In this case, a tenant can submit a request to their municipality (gemeente) to have a public charging station (openbare laadpaal) installed on their street. The municipality will then assess the request based on local demand and existing coverage, and if approved, will install and operate the charger at no direct cost to the tenant.
