A disconnection fee (afsluitkosten) is not a standard charge that a tenant should expect to encounter during a normal tenancy or move. You do not pay a fee to be 'disconnected' when you move out. When you end your contract with an energy supplier, they simply perform a final meter reading and send you a final bill. A physical disconnection of the property from the grid is a much more serious and costly procedure, carried out by the grid operator (netbeheerder) only in specific circumstances. The most common reason for disconnection is a tenant's failure to pay their energy bills over a long period, despite multiple warnings. It is a last resort to prevent further debt from accumulating.
If a tenant fails to pay their energy bills, the energy supplier will send multiple reminders and warnings. If the debt remains unpaid, they will terminate the contract and inform the grid operator. The grid operator is then legally obligated to disconnect the property to ensure the safety of the grid. They will send their own warnings, and if there is still no resolution, they will send a technician to physically seal or remove the meter. The grid operator will then charge the defaulting tenant a significant fee for this disconnection process. This fee is added to the outstanding debt the tenant owes. This is a serious situation that also results in a negative credit registration, making it difficult to get new contracts in the future.
A new tenant can sometimes be an innocent victim of a previous tenant's non-payment. If you move into an apartment and find that the electricity or gas is not working, it may be because the property was disconnected due to the previous tenant's debts. The grid operator will require a reconnection fee to be paid before they will restore the service. As a new tenant, you are not responsible for the old tenant's debts, but you will need the power turned on. Often, the fastest solution is for the new tenant to pay the reconnection fee and then demand reimbursement from the landlord, as the landlord is obligated to provide a home with working utility connections. This can be a major and stressful hassle right at the start of a tenancy.
