In the vast majority of Dutch rental agreements, the private, lockable storage unit (berging) that comes with an apartment—whether it's in the attic (zolder) or the basement (kelder)—is considered an integral part of the rented property (het gehuurde). As such, the right to use this space is included in the basic rent (kale huur). A landlord charging a separate, additional fee for the standard storage unit that belongs to the apartment is a major red flag. This practice is often an attempt to artificially lower the advertised basic rent to make the property seem cheaper or to circumvent the rules of the regulated rental sector. Tenants should be highly skeptical of any such separate charges for their primary storage space.
There are a few legitimate, though rare, scenarios where a fee for storage space might apply. 1. Extra Storage: If a tenant wishes to rent an additional storage unit in the building that is not the one assigned to their apartment, the landlord can certainly charge a separate monthly rent for that extra space. This would be a separate rental agreement. 2. Service Costs for Communal Areas: The costs for maintaining the communal areas of the basement or attic—such as electricity for lighting and cleaning of the shared hallways—can be legitimately included in the building's overall service costs (servicekosten). This is a shared cost for the communal space, not a direct fee for your private, lockable unit. The landlord must provide a detailed annual breakdown of these costs.
Before signing a lease, clarify that the use of the specified berging is included in the basic rent. If the landlord insists on a separate fee for this standard storage, you should question its legality. It suggests a lack of transparency and may be indicative of a landlord who will try to levy other questionable charges down the line. The storage unit is considered part of the dwelling, and its cost should be part of the rent for that dwelling.
