It is the formal appointment where the landlord or their representing agent meets the new tenant at the property to grant them official possession. This meeting only takes place after all the prerequisite conditions have been met: the rental contract (huurovereenkomst) has been signed by all parties, and the tenant has transferred the first month's rent and the full security deposit (waarborgsom) to the designated account. Without confirmation of these payments, the handover will not proceed. During the appointment, the tenant receives the official set of keys to the property, marking the moment they legally and physically take control of their new home.
However, the key handover is much more than a simple exchange of keys. It is also the critical moment for conducting the joint move-in inspection and formalizing the check-in report (opleveringsrapport). This report is a detailed document that describes the state of the property at the start of the tenancy. It should include an inventory of all items present (in a furnished or semi-furnished property) and a meticulous record of the condition of the floors, walls, windows, kitchen, and bathrooms. Any existing scuffs, marks, or defects should be noted in writing and, ideally, documented with time-stamped photographs. This process is of paramount importance for protecting the tenant's security deposit.
The check-in report, created during the key handover, serves as the baseline against which the property's condition will be judged at the end of the tenancy. If the agent is unwilling to note a specific defect, make your own notes and photographs and email them to the agent immediately after the appointment to create a written, time-stamped record of your observations.
