An inkomensverklaring, or income statement, is an official document that provides a definitive statement of a person's taxable income over a specific period, usually a calendar year. While recent payslips show current earnings, an inkomensverklaring provides a historical, government-validated overview of your financial standing. The most common and authoritative form of this document is one issued by the Belastingdienst (Dutch Tax and Customs Administration), which is based on your filed income tax return. This official statement is often required in situations where a simple payslip is not sufficient, such as when applying for a mortgage, certain social benefits, or when trying to qualify for housing in the regulated rental sector.
For self-employed individuals, who do not have regular payslips, the inkomensverklaring from the Belastingdienst is the primary document used to prove their income to landlords and agencies. It provides an average, annualized income that is more reliable than a snapshot of recent invoices. It is important to note that you can only request an income statement for a year for which you have already filed a tax return, meaning there is always a time lag. You cannot get a 2025 statement until after you have filed your 2025 taxes in 2026.
In the free-market rental sector, the inkomensverklaring is less commonly requested, as landlords are more interested in your current earning capacity, for which recent payslips and an employment contract are better evidence. However, its role is absolutely central in the regulated and social housing sectors. To be eligible for social housing, your income must be below a certain threshold. The housing corporation will require an official inkomensverklaring from all adult members of the household to verify that the household's combined income does not exceed the legal limit for that year. They will not accept payslips alone for this purpose.
This creates a significant administrative hurdle. A woningzoeker (house seeker) applying for social housing must ensure they have their recent income statements ready to submit with any application. For newcomers to the Netherlands who have not yet filed a Dutch tax return, this can be problematic. They may need to provide equivalent official income statements from their previous country of residence, which can lead to issues with translation and validation. A skeptical take is that the rigid reliance on historical, official income statements can make the system inflexible and slow to react to recent changes in a person's financial situation. A person who recently lost a high-paying job may still be ineligible for social housing based on last year's inkomensverklaring, despite their current, urgent need.
