A canonherziening (ground rent revision) is the moment of financial truth for any owner of a property on leasehold land (erfpacht). The ground lease contract stipulates that the annual rent for the land, the canon, is not fixed in perpetuity. Instead, it is subject to periodic revision, typically at the end of a long, fixed term, such as every 50, 75, or 100 years. At this point, the landowner (usually the municipality) recalculates the canon based on the current, massively appreciated value of the land and a new interest rate. This process can lead to a shocking and often unmanageable increase in the homeowner's annual payments.
The prospect of a canonherziening can create profound financial uncertainty. A homeowner who has been paying a nominal, historic canon of a few hundred euros a year could suddenly be faced with a new bill for tens of thousands of euros annually. This 'payment shock' can make a home unaffordable for its current owner and difficult to sell. In response to this problem, municipalities like Amsterdam have developed new 'perpetual' ground lease systems. These offer homeowners the option to switch to a system where they can either pay off the ground lease obligation forever with a single lump sum (afkopen) or lock in a new, fixed annual canon based on the current land value, indexed only for inflation. While intended to provide certainty, these transition schemes are highly complex and have been criticized for forcing owners to make huge financial decisions based on opaque calculations provided by the municipality itself.
