Mortgage Applications Rise 8% in August in the Netherlands

Recent data from the Mortgage Data Network (HDN) shows that mortgage applications in the Netherlands increased by 8% in August compared to the same month last year. While approximately 60% of these applications were submitted for home purchases, a notable surge in refinancing and renovation loans stands out. In this article, we delve into the key figures, underlying drivers and the potential impact on both homebuyers and renters in the Dutch housing market.

Key August Mortgage Figures

According to HDN, a platform that processes nearly all mortgage applications in the Netherlands, the total number of applications in August reached 36,075. Highlights include:

  • 8% year-on-year growth: Compared to August 2024, applications rose by roughly 2,700.
  • 60% for home purchases: The average loan amount for new buyers was €367,300, up 3% from a year earlier.
  • €506,500 average property value: Homes now fetch 4% more than last August, a slight dip from July’s record peak of €517,871.

These figures suggest that despite higher borrowing costs, prospective buyers remain active. However, the most striking development is the uptick in refinancing and renovation mortgages.

Why Refinancing and Renovation Loans Are Surging

HDN data indicates that applications to increase or refinance existing mortgages are rising faster than purchase loans. Several factors contribute to this trend:

  1. Interest rate shifts: Homeowners who locked in higher rates two to three years ago are keen to refinance as borrowing costs stabilise or fall slightly.
  2. Renovation incentives: Many borrowers are tapping into equity for home improvements, from energy-saving upgrades (like insulation or solar panels) to modernising kitchens and bathrooms. The Dutch government’s sustainability grants and the anticipated rise in housing quality standards (social and private) have made renovation funding more attractive.
  3. Longer loan terms: Some borrowers choose to extend their mortgage term to lower monthly payments, freeing up funds for other expenses in an era of inflationary pressures.

This shift toward refinancing and renovation loans highlights homeowners’ focus on improving affordability and boosting energy efficiency—an important trend as the Netherlands works to meet its climate targets.

Implications for the Dutch Housing Market

The growth in mortgage applications, especially for renovations, has several knock-on effects:

  • Increased market liquidity: Strong buyer activity underpins healthy turnover, which can stabilize house prices in regions experiencing high demand.
  • Rising rental demand: When homeowners hold on to properties for renovation or refinance instead of selling, the supply of available homes stays tight. This dynamic may push more prospective buyers into the rental market, intensifying competition for rental units.
  • Energy-efficient housing stock: Renovations often focus on energy performance. As more homes upgrade, overall running costs could fall, which benefits both owners and future renters if energy-efficient homes come onto the rental market.

Renters should track these shifts closely. Tight owner-occupier markets can spill over into rent levels, particularly in urban centres like Amsterdam, Rotterdam and Utrecht.

What Renters Should Know

While these mortgage trends primarily affect buyers and homeowners, renters can glean valuable insights:

  • Potential rent increases: In areas with low turnover of owner-occupied homes, landlords may face higher replacement costs and pass these on through higher rents.
  • Opportunity in renovation projects: Some landlords seek short-term tenants while carrying out major upgrades. This can be a chance to secure a temporary rental in a desirable neighbourhood at a competitive rate.
  • Energy label improvements: If your rental property undergoes renovation, you may enjoy lower utility bills. By Dutch law, landlords must maintain a minimum energy label (often an A or B for newer renovations) if requesting government subsidies.

Staying informed about local mortgage and renovation activity—via municipal websites or official data portals—can help renters anticipate market changes.

Looking Ahead: Market Outlook for Late 2025

With the European Central Bank signalling a cautious approach to rate cuts, mortgage rates should remain relatively stable through year-end. This environment supports both refinancing and moderate buyer activity:

  • Stable borrowing costs encourage more homeowners to refinance existing loans or invest in renovations.
  • Moderate price growth is likely, as supply constraints persist but buyer confidence remains tempered by broader economic conditions.
  • Enhanced rental stock may emerge as upgraded homes enter the market, particularly in mid-sized cities and suburban areas.

These developments underline the interconnected nature of buying and renting markets. As mortgage dynamics evolve, both prospective homeowners and renters can adapt their strategies to secure the best possible terms.
