It is essential for those familiar with other housing systems (like the Section 8 voucher program in the United States) to understand that the Netherlands does not use a rental voucher system. A tenant in the Dutch system always pays the full, contractually agreed-upon rent directly to their landlord. There is no voucher that is handed to the landlord to cover a portion of the rent.
Instead, the Dutch system is built on direct financial support to the tenant. The primary forms of this support are:
Huurtoeslag (Rent Allowance): This is the main, ongoing rental support program. Eligible tenants receive a monthly payment directly into their own bank account from the Dienst Toeslagen (Benefits Service). The tenant then uses this money, along with their own funds, to pay the full rent to the landlord. It is a subsidy for the person, not the property.Bijzondere Bijstand (Special Assistance): For temporary or acute financial problems, such as needing help to pay a security deposit, a tenant can apply to their municipality for a one-time payment. This is also paid directly to the tenant (or sometimes, with consent, to the landlord) but is not a recurring 'voucher'.The key takeaway is that in the Netherlands, the rental agreement and payment is a direct transaction between landlord and tenant. The government's role is to support the tenant's income, not to intervene in the payment process with a voucher.
