Favorable Financing for Green Upgrades
Besides national subsidies, another important financial incentive for making homes more sustainable is the Duurzaamheidslening (Sustainability Loan). This is a special loan with a significantly lower-than-market interest rate that is offered by many, though not all, Dutch municipalities (gemeenten) to their residents. The loan is intended to help property owners finance sustainability measures that they might not be able to afford upfront, even with subsidies.
For Property Owners Only
Just like the ISDE subsidy, the Duurzaamheidslening is a financial product for property owners and Owner's Associations (VvE's). A tenant cannot apply for this loan. The loan is secured against the property itself. Landlords can use this favorable financing to pay for investments like solar panels, insulation, or a heat pump. The theory is that the savings on the energy bill will offset the monthly loan repayments.
The Tenant's Perspective
For a tenant, the Duurzaamheidslening is another tool of persuasion. When a landlord claims they cannot afford to make necessary energy efficiency upgrades, the tenant can point out the availability of both national ISDE subsidies and, potentially, a low-interest sustainability loan from the local municipality. These programs are specifically designed to make the business case for green investments more attractive for landlords. The result for the tenant is hopefully a more comfortable and cheaper home to run, though they must also be prepared for a potential rent increase following the improvements.
