'In-kind housing support' refers to any form of assistance that is provided as a service or a physical object rather than a monetary payment. While most housing support in the Netherlands is financial (like huurtoeslag), there are crucial instances where the support is tangible and direct. This type of aid is typically aimed at the most vulnerable residents or those with specific physical needs that money alone cannot solve.
Common Forms of In-Kind Support
For a tenant, in-kind support can manifest in two primary ways:
Provision of Adapted Housing: For individuals with severe disabilities, the municipality might arrange for them to be housed in a property that has already been fully adapted for their needs. The support here is the physical, modified home itself, often managed by a specialized housing corporation.
Wmo Home Modifications: This is the most common form. When a tenant applies to their municipality for help under the Wet maatschappelijke ondersteuning (Wmo) for a disability adaptation, the support is often provided 'in-kind'. The municipality does not simply give the tenant a cash grant; instead, it assesses the need and then hires, manages, and pays a contractor directly to install the required item, such as a walk-in shower, a stairlift, or grab bars. The tenant receives the physical modification as the support, not the money to arrange it themselves.
