, or utility services, are the essential infrastructural services that make a modern home habitable. The term, often shortened to nuts
, covers the big three: gas, water, and electricity. It can also extend to include district heating (stadsverwarming
), which replaces a gas connection in many modern developments, and increasingly, the connection for internet and television. For any tenant moving into a new property, arranging for the provision of these services is a critical and immediate task. Without them, the property is just a shell. The management and payment of these utilities are a core responsibility of the tenant, and how this is handled depends on the type of property and the rental agreement.
The Dutch system for nutsvoorzieningen
is a hybrid model. The energy market (gas and electricity) was liberalized, meaning tenants have freedom of choice. There is a national infrastructure of pipes and cables managed by regional network operators (netbeheerders
), but dozens of commercial energy suppliers (energieleveranciers
) compete for customers on this network. This means tenants can and should use comparison websites to choose a supplier that offers the best rates and contract terms. In stark contrast, the supply of drinking water is not liberalized. It is managed by regional, publicly-owned water companies, and you have no choice of supplier. Internet and television are again a competitive market with multiple providers available.
In the most common rental scenario, particularly for an independent apartment or house, the property will have its own meters for gas, water, and electricity. The rental price will be exclusief
(exclusive of) these utilities. This means the tenant is fully responsible for arranging contracts. The process involves choosing an energy supplier, contacting the local water company, and selecting an internet provider. On the day of the key handover (sleuteloverdracht
), the tenant and landlord should record the meter readings. The tenant provides these readings to their chosen suppliers to start the billing from the correct point. The tenant then pays a monthly advance to the utility companies, with an annual settlement based on actual usage.
In some cases, particularly in older buildings, student housing, or all-inclusive rentals, utilities are not individually metered. Here, the nutsvoorzieningen
