'Turnkey' is a broad term used to describe a property that is ready for a tenant to 'turn the key' and move in without needing to do any significant work themselves. However, in the Netherlands, this concept is broken down into three specific and crucial levels of delivery (opleveringsniveaus
) that a tenant must understand to avoid costly surprises. The failure to clarify the exact state of delivery is one of the most common and frustrating pitfalls for new renters, especially those from abroad who may be used to different standards. The three key Dutch terms are kaal
, gestoffeerd
, and gemeubileerd
.
Kaal
(Bare/Shell): This is the most basic level and can be a shock to the uninitiated. A property delivered kaal
is often just a concrete shell. It may lack flooring, curtains, light fixtures, and sometimes even basic kitchen appliances. The tenant is responsible for installing everything and, unless otherwise agreed, must typically remove it all and return the property to its bare state upon leaving. Renting a kaal
property is a major project and is generally only suitable for very long-term tenants who want complete control over the interior design.Gestoffeerd
(Upholstered/Semi-furnished): This is the most common standard for mid- to long-term rentals. A gestoffeerd
property has all the essential finishes installed. This always includes a proper floor (laminate, wood, carpet, etc.), curtains or blinds, and fixed light fixtures in the ceiling. The walls will be painted and finished. A complete kitchen and bathroom are, of course, included. The tenant only needs to bring their own furniture (sofa, bed, tables, etc.).Gemeubileerd
(Furnished): This is the most complete 'turnkey' option. A gemeubileerd
apartment includes everything found in a gestoffeerd
property, plus all necessary furniture. This typically includes beds, a sofa, tables, chairs, wardrobes, and often a television. In many cases, it also includes kitchen inventory like plates, cutlery, and cooking utensils. This option is most common for short-term lets and in the expat market, offering maximum convenience at a significantly higher price.Before signing a lease, you must have the level of delivery specified in writing. Never rely on verbal assurances from an agent. An advertisement might say 'luxurious apartment' but if the contract doesn't specify the delivery state, you could find yourself with a bare concrete box. The inventory list (inventarislijst
) is a critical addendum to your rental contract, especially for gestoffeerd
and gemeubileerd
properties. This document, signed by both you and the landlord during the check-in (check-in rapport
), meticulously lists every single item present in the apartment, from the type of flooring to the number of spoons. This document is your primary evidence for what was provided and its condition, and it will be used during the check-out to determine any potential deductions from your security deposit. Do not treat the check-in process as a mere formality; scrutinize every item and document any existing damage with photos.
