A werkgeversverklaring, or employer statement, is one of the most powerful documents a prospective tenant can have in their application file. It is a standardized form, often using a template provided by the mortgage industry, that is completed and signed by your employer. This statement provides a detailed and current snapshot of your employment situation that goes beyond a simple contract or payslip. It confirms your name and position, the date you started working, your gross annual salary including holiday pay and any regular bonuses, and, most critically, the type of contract you have (permanent or temporary). For many landlords and agents, a recent, correctly filled-in werkgeversverklaring is the holy grail of financial proof, often valued even more highly than the employment contract itself.

This is because the werkgeversverklaring is a current declaration from your employer about your status. An employment contract could be months or years old, but the employer statement is dated the day it is signed. It confirms that you are still employed and that the stated salary is up to date. It is seen as a more active and reliable form of verification, a signed testament to your present financial stability from the source of your income.

The All-Important 'Intention to Renew'

For employees on a temporary or fixed-term contract, one section of the werkgeversverklaring is of paramount importance: the letter of intent, or intentieverklaring. This is a checkbox or a short statement where the employer can indicate their intention regarding the contract upon its expiry. The crucial option states that, with equal performance and unchanged business conditions, it is their intention to offer the employee a permanent contract (contract voor onbepaalde tijd). This 'intention' is not a legally binding guarantee. Business conditions can change, and performance can be deemed insufficient. It is, in legal terms, a fairly weak promise.

However, in the world of renting and mortgages, this non-binding statement is treated with enormous weight. A temporary contract with an intentieverklaring is viewed as almost as good as a permanent contract. A temporary contract without it is seen as a major risk, suggesting the tenant's income will disappear in a few months. A skeptical analysis reveals the absurdity of this situation. The intentieverklaring is often a bureaucratic formality that HR departments are willing to sign to help their employees secure housing, but it offers no real security. Yet, landlords and agents have reified it into a critical go/no-go signal. This creates a high-stakes dependency on a single, often meaningless, checkbox on a form, highlighting the risk-averse and box-ticking nature of the tenant screening process.
