), often working in close collaboration with social housing corporations.
Since the implementation of the 'Early Intervention' (Vroegsignalering
) law, landlords are encouraged to report rent arrears (huurachterstand
) to the municipality at an early stage. This allows the city to proactively reach out to the tenant in distress. The support offered is multifaceted:
Schuldhulpverlening
): The most common first step is to offer the tenant help from a municipal debt counselor. They work with the tenant to get a clear overview of their finances, create a budget, and negotiate a repayment plan with the landlord and other creditors. This is a form of housing stabilization.Bijzondere Bijstand
): In some cases, as part of a comprehensive debt management plan, the municipality may provide a one-off payment through bijzondere bijstand
(special assistance) to help clear the immediate rent arrears. This is almost always provided as an interest-free loan that must be repaid, not a grant.Noodopvang
